India undoubtedly needs all its energies, resources and friends to fight on these two separate fronts.
L’Affaire Rafale had been in news in the national press for months thanks to the then leader of Opposition, who alleged hanky-panky in the intergovernmental deal signed between India and France for acquiring 36 off-the-shelf Rafale multi-role fighter planes.
Of course, l’Affaire was just an electoral plank, with no connection with the reality of the deal itself. As a result, since May, nothing further was heard about the French jet; now the flagship of Dassault Aviation, Safran and Thales is back in the media; this time for the good reason.
Defence Minister Rajnath Singh and the Chief of the Air Staff, BS Dhanoa will receive the first plane on September 20 at Dassault’s factory in France. The first four planes will however arrive in India only in May 2020. The other jets will then follow in quick succession.
The Indian Air Force (IAF) has already started training 24 pilots in three different batches to fly the Indian custom-made combat aircrafts, which will be deployed (one squadron each) at Ambala airbase in Haryana and Hashimara in Bengal.
The news was released as Prime Minister Narendra Modi left for a State visit to France (and to attend the G7 meet in Biarritz in South France, where he was Macron’s special invitee).
It came at a time when India faced a difficult time on the international scene, with two of her neighbours, clubbing their forces to internationalize the Kashmir issue. China distastefully decided to support Pakistan ojcetions to the abrogation of Article 370 of the Indian Constitution, which has surprised many.
India undoubtedly needs all her energies, resources and friends to face these two separate fronts.
Let us not forget that during a recent press conference at the United Nations, Zhang Jun, China’s Permanent Representative to the UN, said, without any legal basis, that India had changed the status quo in Kashmir, causing tensions in the region; Zhang argued that India had challenged China's sovereignty interests: “such [action] by India is not valid in relation to China, and will not change China's exercise of sovereignty and effective administrative jurisdiction over the relevant territory." He obviously meant that Beijing claims some sovereign rights over Ladakh.
In these circumstances, India needs all her trusted partners and France has traditionally been one of them.
France was the first country to torpedo the Chinese initiative to get a statement on the abrogation of Article 370 from the Security Council; further on August 21, Jean-Yves Le Drian, the French Minister for Europe and Foreign Affairs phoned his Pakistan counterpart Shah Mahmood Qureshi and told him that for France, Kashmir was a bilateral issue between India and Pakistan. Le Drian pleaded for restraint, de-escalation and easing the situation: “It is essential to abstain from any measure likely to aggravate tensions.”
The message was clear.
In a statement before his departure for France, the Indian Prime Minister had observed: “My visit to France reflects the strong strategic partnership, which our two countries deeply value, and share.”
France has a long relation with India particularly in the domain of defence.
In the early 1950s’ India had purchased 71 Ouragans (known in India as Toofanis) from the same Dassault company; HS Malik, India's Ambassador to France wrote to Prime Minister Jawaharlal Nehru in October 1953: “All of us in the Embassy who have been working on the implantation of the contract with the Defence Ministry here for the supply of Ouragan aircraft were greatly relieved and delighted when we got the news that our four pilots with the four Ouragans had reached Palam safely.” He continued: “I venture to bring to your notice the wonderful cooperation that we have received both from the French officers of the Ministry of Defence, from the Cabinet Minister downwards, and from the French industry.”
Ultimately, India has very few reliable stable friends. After the meeting Modi-Macron, the joint statement noted that the “traditional relationship is enduring, trustworthy, like-minded, and all-encompassing. India- France relations are marked by mutual trust between two strategic partners who have always stood by each other.”
These characteristics do not apply to the all countries; after China tried to bring the Kashmir issue to the UN, US President tweeted: “Spoke to my two good friends, Prime Minister Modi of India, and Prime Minister Khan of Pakistan, regarding Trade, Strategic Partnerships and, most importantly, for India and Pakistan to work towards reducing tensions in Kashmir. A tough situation, but good conversations!” The US President still wanted to ‘mediate’ (he finally dropped his project after meeting Modi in Biarritz).
Symptomatic of the close relations, India and France finalized a closer cooperation in digital and cyber security domain: “the two leaders have adopted a cybersecurity and digital technology road map aimed at expanding Indo-French bilateral cooperation, particularly in the strategic sectors of high performance computing and Artificial Intelligence, with the target of bringing our start-up ecosystems closer to each other,” said the joint statement.
Both nations have been left far behind China and it is high time that India collaborates with friendly countries in this domain, which will determine the superpowers of tomorrow.
Modi's visit further strengthened the strategic ties in crucial sectors such as defence, nuclear energy and maritime security, and deepen the bilateral cooperation to check flow of funds for terror activities. The collaboration with France in the Indian Ocean is particularly important.
Several articles of the joint statement were consecrated to terrorism and groups operating in Pakistan, such as Jaish-e-Mohammed, Hizbul Mujahideen or Lashkar-e-Tayabba were named.
Apart from defence and new fields in IT, the talks touched upon key areas such as nuclear energy, space International Solar Alliance, and joint development projects.
France, like India needs a reliable partners; Paris has also been at the receiving end of the US President’s tweets. Upset by the fact that France had decided to tax the multinationals operating from its territory, Trump shot off one of his famous messages: “France just put a digital tax on our great American technology companies. We will announce a substantial reciprocal action on Macron’s foolishness shortly. I’ve always said American wine is better than French wine!” Though Trump seemed in a conciliatory mood at the G7 Meet in Biarritz, the moody president can hardly been categorized as a dependable partner.
The follow-up of the Modi-Macron discussions by Ajit Doval, the National Security Advisor and Emmanuel Bonne, his French counterpart was crucial. The two officials have picked up the issues from where they had been left by their leaders, to give the strategic partnership a concrete shape.
According to The Financial Times, they focused on future military acquisition and manufacturing of defence equipment under the ‘Make in India’ transfer of technology. Paris has apparently offered two more squadrons (36) of Rafale aircrafts for the IAF as well as more `Scorpene’ submarine under Project 75 for the Indian Navy. This could give a boost to India’s defence preparedness and send a message across the border(s).
In a world in turmoil, France has been and indeed is an enduring partner for India.

If we want to win the battle of information or perception like China, then we need to restore the Historical Division in the MEA or let MOD set up a comparative cell
With the country approaching the General Elections, one rarely comes across good news. However, the “transformative” reforms, soon to be undertaken by the Ministry of Defence, are an encouraging sign that a few things in India are changing. According to PTI, the idea is “to make the 1.3 million-strong force leaner and meaner as well as enhance its combat capabilities.”
Defence Minister Nirmala Sitharaman has approved the first batch of reforms, which include relocation of 229 officers from the Army headquarters to operational postings, reorganisation of the Army Headquarters and the setting up of new wings for vigilance and human rights issues. Particularly interesting is the creation of a post of Deputy Chief of the Army Staff (Strategy) or DCOAS, which will deal with military operations, military intelligence and operational logistics. Then there will be a new information warfare wing “in keeping with the needs of the future battlefield, hybrid warfare and social media reality.”
The Modi sarkar finally realised that the war of tomorrow will be “hybrid”— “unrestricted warfare” in Chinese terminology — and primarily needs a change of mindset. The Chinese understood this long back. In 2003, China’s Central Military Commission approved the concept of “Three Warfares” — one, the coordinated use of strategic psychological operations; two, overt and covert media manipulation; and three, legal warfare designed to manipulate strategies, defence policies and perceptions of the target audience abroad.
Further, on November 23, 2015, Chinese President Xi Jinping announced a new plan to completely change the face of the People’s Liberation Army (PLA). Apart from the three traditional Services (Ground Forces, Air Force and Navy), a Rocket Force and more importantly a Strategic Support Force were set up.
Remember the Doklam incident of 2017, where India won a battle on the ridge in western Bhutan by not allowing China to change the status quo and build a strategic road near the trijunction between Sikkim, Tibet and Bhutan? But Delhi lost another battle. That of the legitimacy of its claim. While everyone in India applauded the forces, which prevented the construction of the road, Delhi was unable to articulate the background of the standoff although it had strong legal and historical arguments. At the same time, the Chinese repeatedly quoted a 1890 Convention between Great Britain and the Manchus. The spokesperson of the Chinese Ministry of Foreign Affairs in Beijing vociferously managed to convince the Indian media posted in Beijing that it was a valid basis for the Chinese action at the trijunction.
The fact that in 1890, the main stakeholders, Tibet and Sikkim and Bhutan, were not even consulted, made it an “unequal” treaty without validity (in any case, the survey of the trijunction was done only several decades after the agreement was signed).
The Convention of 1890 proved to be of no use to the British as Tibet never recognised it; this eventually led London to directly “deal” with Lhasa, send the Younghusband expedition there in 1904 and open the doors to the tripartite Simla Convention between British India, Tibet and China sitting on an equal footing in 1914. Since India did not object to the argument behind the 1890 Convention, it meant that the subsequent treaties signed with the Tibetans, particularly the Simla Convention and the border agreement (defining the McMahon Line) in 1914 would have no validity; as a result India would lose its defined border in the Northeast.
The main factor which has led to losing the battle of information is the lack of a Historical Division in the Ministry of External Affairs (MEA). While the Ministry of Defence gets ready to undertake bold reforms, the MEA seems lethargic (at least for an external eye). It is difficult indeed to imagine today the MEA looking at its failure and taking initiative to reform its functioning; it seems beyond the capacity of the mandarins of South Block.
In May 2016, a parliamentary committee on foreign affairs had suggested expanding the manpower in the Indian Foreign Service (IFS), providing lateral entry into the IFS and organising a separate exam for the service. All this is fine, but what about reviving the defunct Historical Division?
How can a modern State, which wants to be a “Great Power,” function without a Historical Division to which these types of issues (such as the historical background of the trijunction) can be referred for clarifications and advice, is beyond comprehension.
In the early years after Independence, the Nehru government established a Historical Division with S. Gopal (President Sarvapalli Radhakrishnan’s son) as its first head. Shivshankar Menon, a former foreign secretary and national security advisor, in a book review of Gopal’s Collected Essays explained: “For reasons I find incredible and incomprehensible, the Historical Division was wound up by the MEA in the nineties … some of our present difficulties may indeed be due to a lack of memory.” Today, the MEA has just a Boundary Cell headed by a Lieutenant Colonel, while it should be looked by a Joint Secretary-rank officer (or may be a Major General with intimate ground knowledge of the boundary).
Why was the Historical Division closed in the first place? It seems that in the 1990s, an all-knowing diplomat believed that it was not necessary. Is there a resource base today with the will and the capacity to tackle such a thorny issue today?
For the Ministry of Defence, the best would be to forget about the MEA and reorganise itself to bring together all historical records in a well-organised manner (a place where documents would be available when required for operations, public information or other purposes), while keeping a strict classification process.
To keep these records, the Ministry would have to employ a team of professional historians, recruited through lateral entry and who would be given the necessary security clearance (with the punishment it entails if the rules are bent …for illicit photocopies for journalists “seeking the truth”). This move would allow a centralisation of all the historical records kept in different MOD departments. The Directorate of History and Records (or whatever name the Office is given) would make historical documents or notes available to the DCOAS (Strategy) or any other officer requiring them.
It would have an added advantage, the MEA may be able to wake up and decide to recreate its Historical Division. This “reform” could greatly enhance the capacity of the defence forces to fight the hybrid war of tomorrow.

Old timers will remember the famous journalist and editor Russi Karanjia who founded Blitz, a national weekly.
Started as early as 1941, India's first tabloid focused on investigative journalism and 'hot' news; sometime the frontier between 'investigative journalism' and fake news was tenuous.
Sometime at the end of the 1970s, Blitz published a double-page article entitled 'Auroville, the Snake Pit. It was full of 'news' about the bunch of forengi hippies living near Pondicherry (now Puducherry).
The reporter (I don't remember his name) spoke of drug addicts and peddlers who were trying to create a new sect, in the form of a city with Vatican-like status. It was the worst place on earth.
All of it was obviously absolute fake news.
Those of us who lived in rather rustic conditions on the arid plateau were understandably, deeply, upset, but we soon decided to continue doing our work and did not even contact the editor to make a fuss about the article.
The prime minister in Auroville
On Sunday, February 25, the prime minister of India arrived on the now afforested plateau to celebrate the golden jubilee of the project, the Blitz title flashed in my mind. The times had certainly changed.
Speaking in the Bharat Nivas auditorium, Narendra Modi declared: "Sri Aurobindo's vision of India's spiritual leadership continues to inspire us even today."
"Indeed, Auroville is a manifestation of that vision. Over the last five decades, it has emerged as a hub of social, cultural, educational, economic and spiritual innovation."
The prime minister described Sri Aurobindo, the Rishi of modern times, as "A man of action, a philosopher, a poet, there were so many facets to his character. And each of them was dedicated to the good of the nation and humanity."
He spoke of the five high principles for Auroville, beginning: "Auroville belongs to all humanity, a reflection of India's ancient credo of Vasudhaiva Kutumbakam -- the world is one family."
"The very fact that Auroville has brought together such a huge diversity of people and ideas makes dialogue and debate natural," Mr Modi continued. "Auroville showcases the ancient Indian tradition to the world by bringing together global diversity."
He spoke of a "Yagna" for unity performed 50 years ago: "Men and Women brought soil from all parts of the world. In the mixing of the soil began the journey of one-ness."
The Ancient Yagna
On February 28, 1968, some 5,000 people gathered on a barren plateau of red laterite, north of the former French establishment in Pondicherry.
That day marked the birth of a 'Dream' which had rarely been attempted; to bring people from different countries, races, religions, backgrounds in one single place to build a city together, 'a Tower of Babel in reverse', in the Founder's words.
Perhaps the most astonishing part is that the 'dream' still exists; and nobody today thinks to call it a 'snake pit'.
On the contrary, the prime minister prayed, "May Auroville serve as a beacon to the world. May it be the guardian which calls for breaking down narrow walls of the mind. May it continue to invite everyone to celebrate the possibilities of humanity's one-ness."
What a journey it has been. Not always an easy one for the early settlers.
The First Years
In 1968, as the world was churning (it was three months before the May 1968 students revolution in Europe), the utopia of a universal city began to take shape.
Instead of destroying 'an old world', the idea was to construct a 'new' one; it was undoubtedly far more difficult, because it meant building new men and women.
Indeed, this apparently crazy 'lab' had all chances to explode under the pressure of human egos.
The person who had this 'strange' utopian idea was the French-born Mother, Sri Aurobindo's collaborator, who had set up the Sri Aurobindo Ashram in 1926.
Young couples -- representing 124 countries and 23 Indian states -- placed a handful of soil from their respective countries or states in a lotus bud-shaped foundation urn at the centre of the future city.
In the midst of this barren area, the banyan tree nearby would become the geographical centre of the city.
From her room in Pondicherry, the Mother announced: 'Greetings from Auroville to all men of goodwill; are invited to Auroville all those who thirst for Progress and aspire to a higher and truer life.' She later read the Charter of Auroville through an All India Radio broadcast, giving, in her frail voice, the first direction to the new project: 'Auroville belongs to nobody in particular. Auroville belongs to humanity as a whole. But to live in Auroville, one must be a willing servitor of the Divine Consciousness.'
The fact that it received the unanimous endorsement of the general assembly of UNESCO did not change the lives of the pioneers, who had to 'survive', often on millet, during the scorchingly hot summer of South India, living in rudimentary thatch huts.
In many ways, life is today easier than during the first years of the City of Dawn.
At first, only a couple of hundreds heard the call, to what the founder called a 'Great Adventure'.
However, after the Mother passed away in November 1973, life changed drastically. The Aurovilians were then left to stand on their own feet, materially and spiritually.
But they knew that they had to carry on the mission given to them by their mentor, to build the 'City the Earth Needs', a smart city before its time.
The task was immense, but the most immediate need was down-to-earth, to create shade from the scorching sun.
Aurovilians started to rejuvenate the arid land. They planted trees, built bunds and dams to stop the soil being washed away with the cyclonic monsoon rains and constructed the first primitive houses.
It is how the first pioneers became 'experts' in the environment, giving Auroville the reputed expertise it has today.
But the problems began accumulating and with recurrent shortage of funds, the Mother's words came back to everybody's mind: 'Auroville wants to be a self-supporting township.'
She had also said that in Auroville 'money would be no longer the Sovereign Lord, individual merit will have greater importance than the value due to material wealth and social position.' Money had nevertheless to be generated for the project to survive and develop.
It is JRD Tata -- a great supporter of the concept of Auroville since its early days -- who thought that Auroville crafts could become Auroville's best ambassadors.
In 1980, the Tata Group sponsored an exhibition Auroville Today which toured the major cities of India through the year. The exhibition was a tremendous success.
Nobody could have guessed then that just over three decades later, Auroville would be visited by thousands of people every day.
Auroville may not yet have succeeded in all its objectives, but the way of life chosen by the pioneers is today acknowledged by many, including the senior-most functionary of the Indian State.
The fact that Mr Modi was accompanied by the governor of Tamil Nadu, the lieutenant governor of Puducherry, as well as the Union Territory's chief minister and other dignitaries, was a homage to Auroville's founders and to the settlers, old and young, who have made the Dream the beginning of a reality.
For me, one of the best compliments Auroville received over the years came from an official at the Controller and Auditor General, which annually goes through Auroville's accounts. Having read too fast the Charter, he wrote in his report (later filed in Parliament), that Aurovilians are the 'living survivors of the Divine Consciousness'.
'Survivor' had replaced the original 'servitor'. An apt description indeed.
Let us hope that Auroville continues to survive, and the 'survivors' remain true to the Dream.

Speaking in the Bharat Nivas auditorium, Narendra Modi declared: "Sri Aurobindo's vision of India's spiritual leadership continues to inspire us even today."
"Indeed, Auroville is a manifestation of that vision. Over the last five decades, it has emerged as a hub of social, cultural, educational, economic and spiritual innovation."
The prime minister described Sri Aurobindo, the Rishi of modern times, as "A man of action, a philosopher, a poet, there were so many facets to his character. And each of them was dedicated to the good of the nation and humanity."
He spoke of the five high principles for Auroville, beginning: "Auroville belongs to all humanity, a reflection of India's ancient credo of Vasudhaiva Kutumbakam -- the world is one family."
"The very fact that Auroville has brought together such a huge diversity of people and ideas makes dialogue and debate natural," Mr Modi continued. "Auroville showcases the ancient Indian tradition to the world by bringing together global diversity."
He spoke of a "Yagna" for unity performed 50 years ago: "Men and Women brought soil from all parts of the world. In the mixing of the soil began the journey of one-ness."
The Ancient Yagna

That day marked the birth of a 'Dream' which had rarely been attempted; to bring people from different countries, races, religions, backgrounds in one single place to build a city together, 'a Tower of Babel in reverse', in the Founder's words.
Perhaps the most astonishing part is that the 'dream' still exists; and nobody today thinks to call it a 'snake pit'.
On the contrary, the prime minister prayed, "May Auroville serve as a beacon to the world. May it be the guardian which calls for breaking down narrow walls of the mind. May it continue to invite everyone to celebrate the possibilities of humanity's one-ness."
What a journey it has been. Not always an easy one for the early settlers.
The First Years
In 1968, as the world was churning (it was three months before the May 1968 students revolution in Europe), the utopia of a universal city began to take shape.
Instead of destroying 'an old world', the idea was to construct a 'new' one; it was undoubtedly far more difficult, because it meant building new men and women.
Indeed, this apparently crazy 'lab' had all chances to explode under the pressure of human egos.
The person who had this 'strange' utopian idea was the French-born Mother, Sri Aurobindo's collaborator, who had set up the Sri Aurobindo Ashram in 1926.
Young couples -- representing 124 countries and 23 Indian states -- placed a handful of soil from their respective countries or states in a lotus bud-shaped foundation urn at the centre of the future city.
In the midst of this barren area, the banyan tree nearby would become the geographical centre of the city.
From her room in Pondicherry, the Mother announced: 'Greetings from Auroville to all men of goodwill; are invited to Auroville all those who thirst for Progress and aspire to a higher and truer life.' She later read the Charter of Auroville through an All India Radio broadcast, giving, in her frail voice, the first direction to the new project: 'Auroville belongs to nobody in particular. Auroville belongs to humanity as a whole. But to live in Auroville, one must be a willing servitor of the Divine Consciousness.'
The fact that it received the unanimous endorsement of the general assembly of UNESCO did not change the lives of the pioneers, who had to 'survive', often on millet, during the scorchingly hot summer of South India, living in rudimentary thatch huts.
In many ways, life is today easier than during the first years of the City of Dawn.
At first, only a couple of hundreds heard the call, to what the founder called a 'Great Adventure'.
However, after the Mother passed away in November 1973, life changed drastically. The Aurovilians were then left to stand on their own feet, materially and spiritually.
But they knew that they had to carry on the mission given to them by their mentor, to build the 'City the Earth Needs', a smart city before its time.
The task was immense, but the most immediate need was down-to-earth, to create shade from the scorching sun.
Aurovilians started to rejuvenate the arid land. They planted trees, built bunds and dams to stop the soil being washed away with the cyclonic monsoon rains and constructed the first primitive houses.
It is how the first pioneers became 'experts' in the environment, giving Auroville the reputed expertise it has today.
But the problems began accumulating and with recurrent shortage of funds, the Mother's words came back to everybody's mind: 'Auroville wants to be a self-supporting township.'
She had also said that in Auroville 'money would be no longer the Sovereign Lord, individual merit will have greater importance than the value due to material wealth and social position.' Money had nevertheless to be generated for the project to survive and develop.
It is JRD Tata -- a great supporter of the concept of Auroville since its early days -- who thought that Auroville crafts could become Auroville's best ambassadors.
In 1980, the Tata Group sponsored an exhibition Auroville Today which toured the major cities of India through the year. The exhibition was a tremendous success.
Nobody could have guessed then that just over three decades later, Auroville would be visited by thousands of people every day.
Auroville may not yet have succeeded in all its objectives, but the way of life chosen by the pioneers is today acknowledged by many, including the senior-most functionary of the Indian State.
The fact that Mr Modi was accompanied by the governor of Tamil Nadu, the lieutenant governor of Puducherry, as well as the Union Territory's chief minister and other dignitaries, was a homage to Auroville's founders and to the settlers, old and young, who have made the Dream the beginning of a reality.
For me, one of the best compliments Auroville received over the years came from an official at the Controller and Auditor General, which annually goes through Auroville's accounts. Having read too fast the Charter, he wrote in his report (later filed in Parliament), that Aurovilians are the 'living survivors of the Divine Consciousness'.
'Survivor' had replaced the original 'servitor'. An apt description indeed.
Let us hope that Auroville continues to survive, and the 'survivors' remain true to the Dream.

The Experiment called Auroville
My article The Experiment called Auroville appeared in The Mail Today.
On the last day of February 1968, some 5,000 people, young and not so young, gathered on a barren plateau of red laterite, some ten kms north of Pondicherry, the former French Establishment.
It would have been a very special moment for those present that day; it was like the birth of a ‘Dream’ which had rarely been attempted; to bring people from different countries, races, religions, backgrounds in one single place to build a city together, ‘a Tower of Babel in Reverse’, in the Founder’s words.
The Dream exists
The most astonishing part is that the ‘dream’ still exists; it is celebrating its 50th anniversary and the Prime Minister of India will acknowledge this remarkable achievement by gracing the occasion with his presence.
As the world was churning (it was three months before the May’ 68 students’ revolution in Europe), this utopia began to take shape; instead of destroying ‘an old world’, the idea was to construct a ‘new’ one; it was undoubtedly far more difficult, because it meant building a new men and women. Indeed, this apparently crazy ‘lab’ had all chances to explode apart under the pressure of human egos.
The person who had this ‘strange’ utopian idea was the French-born Mother, Sri Aurobindo’s collaborator, who had set up the Sri Aurobindo Ashram in 1926.
This time, the experiment was to be more ‘universal’ in its approach; to symbolize this, young couples representing 121 countries and 23 Indian states placed a handful of soil from their respective countries or states, in a lotus-shaped foundation urn at the centre of the future City. In the midst of the red desert, the banyan tree nearby would become the geographical center of the City.
As not all countries could send two representatives for the event, those missing physically were replaced by boys and girls from the Ashram (years later, I was told that a Tibetan girl had placed the Afghan earth in the urn, as no one from this country could come; already a powerful symbol of Human Unity).
From her room in Pondicherry, The Mother solemnly announced: “Greetings from Auroville to all men of good will; are invited to Auroville all those who thirst for Progress and aspire to a higher and truer life.” She later read the Charter of Auroville through an All India Radio broadcast, giving, in her frail voice, the first direction to the new project: “Auroville belongs to nobody in particular. Auroville belongs to humanity as a whole. But to live in Auroville, one must be a willing servitor of the Divine Consciousness.”
The Soviet translators faced immediate problems to find a politically correct equivalent of ‘Divine Consciousness’, but never mind, this was part of the game. The Charter, the ‘Constitution’ of Auroville, had four such articles; the fourth one reads: “Auroville will be a site for material and spiritual researches for a living embodiment of an actual human unity".

Having spent 43 years of my life in Auroville, I can say that the miracle is that this utopian project, dedicated to human unity and international understanding, still exists.
The fact that it received the unanimous endorsement of the General Assembly of UNESCO did not change much the lives of the pioneers, who had to ‘survive’, often on millet, during the scorchingly hot summer of South India, living in rudimentary huts.
In many ways, life is today easier than during the first years of the City of Dawn. At first, only a couple of hundreds heard the call, to what the founder called a ‘Great Adventure’. Why was India House destroyed?

During the recent 2017 Tibet Tourism Products Promotion Meet for South Asia held in Lhasa, Qiao Zhifeng, director of Yatung County Tourism Bureau spoke about the development of Yatung as a tourist spot.
He announced that China will soon build a cableway "in a customs relic site of the Qing Dynasty" and a glass skywalk in Dromo (Chumbi valley) forests.
What is this Qing (Manchu) relics site is not clear.
Regarding the 'skywalk', Qiao explained: "Different from the common cliff glass skywalks, the one in Dromo forests will be built above the green woods, offering visitors a new and all-around viewing angle of the forests.”
While Beijing plans to erect a memorial in the honour of the Manchus, nobody speaks of the beautiful India House, which was the residence-cum-office of the Indian Trade Agent in Yatung till 1962 and where Nehru stayed for two nights (on his way up and on his return from Bhutan) in 1958.
The Indian Agency building has been destroyed by China to erase all traces of the Indian presence in Tibet.
Questions should be asked to Beijing why such historic building was destroyed, particularly as the Agency was an asset of the Government of India.

As Prime Minister Modi prepares to pay his first foreign visit to Bhutan, I post here some pictures of another visit, Jahawarlal Nehru's in 1958.

The interesting feature is that the Prime Minister and his daughter Indira Gandhi had to cross the Chumbi Valley in Tibet. On his way to Bhutan, they spent one night in Yatung where an Indian Trade Agency was located and on the return journey, they stayed another night in Yatung.

I wish Narendra Modi could take the same route than Nehru.

My dear Chief Minister,

2. The little corner of Tibet that I saw upset my idea of that country. I had always thought that on the other side of the Himalayan ranges, there was the high tableland of Tibet, more or less flat and treeless. As a matter of fact, on the other side of the Nathu La, there were the same precipitous mountains covered with thick forests. This was the Chumbi Valley where Yatung is situated and, broadly speaking, it was similar to Himalayan scenery. At the top of the Nathu La ended the road that our engineers had constructed, and on the other side we had to descend by precipitous bridle paths. This road on our side is a remarkable feat for which our engineers deserve great credit. If a road could be built on the other side of the Pass, connecting Yatung, then there would be through road communications between India and Tibet. On the Tibetan side this road will be a much simpler proposition than the one that we have built on our side. Through road traffic would make a great difference to trade as well as to travellers. There is still a considerable inflow of goods from India to Tibet although this has gone down during the last year or two. I was told that upto last year quite a number of automobiles had gone this way after having been taken to pieces and carried by porters.
3. The change from Sikkim to Tibet was noticeable, though not very great. Some little distance before we reached Yatung, we were received by representatives of the Chinese General in Command at Lhasa [General Tan Guansan] and of the Dalai Lama and Panchen Lama. Tibetans peered at us from their houses or from the roadside, curious about us, and yet not quite sure whether they should come near us.
4. Yatung was a small spread out town. The main market road was full of Indian shops. There were, I believe, over ninety such shops, many of them having started business in the course of the last three years, when this trade was highly profitable. Conditions were more difficult now and so a number of these Indian shops were closing up. The Chinese authorities had put up a number of new buildings-schools, hospital, community centre and residential houses for themselves. Our own Trade Agent's house had its own little hospital and buildings for the staff. In Gyantse and Lhasa our representatives were very badly housed. In Gyantse, a great flood two years ago had destroyed our house and over ninety of our personnel had been drowned. It struck me how difficult were the living conditions of the members of our staff in various parts of Tibet. There was the harsh climate and the high altitude; the lack of social life or amenities and a sense of seclusion from the outside world. Only physically tough people could stand these conditions for long.
5. On crossing the Tibet-Bhutan border, we were met by the Prime Minister of Bhutan and a numerous cortege. We journeyed on horseback or mule-back, a long caravan, going ever higher and higher. The Bhutan Government had taken great pains to improve the bridle paths and erect log huts en route for our night rest. The mountain scenery was more attractive and impressive. Some of us had felt a little uncomfortable on the first day of our journey because of the height, but soon we grew accustomed to that altitude and nothing untoward happened. We had a doctor with us, who carried all kinds of drugs and medicines and numerous oxygen cylinders. I am glad to say that those oxygen cylinders were never used and ultimately, on our return journey, we left most of these oxygen cylinders at our hospital at Yatung.
6. The next day's journey brought us to two high passes, both above 14,500 feet. We left the tree-line and ascended to these heights where only flowers and grass persisted. There were lovely Alpine flowers throughout. It was surprising that in spite of long hours on horseback or sometimes on foot, we felt refreshed after every rest. The air was exhilarating and altogether this visit proved to be quite an exciting event in our lives.
7. When we were approaching within two or three miles of Paro, where the Maharaja was awaiting us, we had to form up into a procession which gradually descended along the mountain side to the valley below. I have seldom seen anything more spectacular than this long procession consisting of people 100 king like medieval knights, dignitaries of the Buddhist church in their special robes, troupes of dancers, etc. Thus we came down the winding road to the valley below where practically the entire population had assembled.
8. We spent five days at Paro. We had met the young Maharaja and his wife in Delhi some years ago, and the y proved to be charming hosts. In theory, the Maharaja is the all-powerful ruler of his little State. In practice, he is very much one of the people, mixing with them and not very different from them.

Today’s India in not the India of the 1950s

As Gen Zhao arrived in Delhi, it is interesting to have a look at the latest developments in the fields of defense in China …and in India.
A year ago President Xi Jinping undertook in-depth military reforms.
Beijing often speaks of the rejuvenation of the Chinese nation in which military power will play a crucial role.
On December 31, 2015, new services were created, namely, the PLA Army, the PLA Rocket Force and the PLA Strategic Support Force and a few weeks later, the seven erstwhile Military Regions were regrouped into five PLA Theater Commands.
On December 5 in Beijing, President Xi Jinping, who is also Chairman of the Central Military Commission (CMC) attended a two-day meeting during which he called for “a smaller army with better combat capability and optimized structure.” Some 230 high-ranking military officials as well as the 11 CMC members were in attendance.
Xinhua remarked: “China has entered a key stage of transforming itself from a big country to a strong power, which calls for greater courage in advancing military reform.”
The creation of a PLA Strategic Support Force is a plunge into the future as it will deal with cyber and space warfare, probably the keys of tomorrow’s conflicts.
This reminded me ‘reforms’ undertaken by India in the 1950s. During a Defense Council meeting on July 3, 1953, Nehru decided that “the Army was to reduce its strength yearly by a minimum of 10,000 personnel for the next five years.” The Indian leadership wanted a smaller army …without better combat capability!
The Army Headquarters had to work out a rundown programme of approximately 11,500 per year. The proposals envisaged a 5% reduction in establishments spread over the first two years and the disbandment of a certain number of units during the following three years.
According to a note prepared by by Major General J.N. Chaudhuri, the Chief of General Staff (later Army Chief) and passed by Prime Minister Nehru: “The opinion of Army Headquarters is that while the 5% cut spread over two years will not materially affect the effectiveness of the Army, there will certainly be a loss of morale if approximately 23,000 personnel are sent out and establishments reduced while aid to Pakistan is being discussed.”
The US was then actively supporting a stronger Pakistani Army.
A year later, M.K. Vellodi, the Defense Minister agreed to implement the proposal: “The budget for the next year has been framed on the basis that there will be a reduction of the order of 10,000 men next year as decided by Government already.”
It added: “this reduction should be effected not by disbanding any unit but by effecting about 2 ½ % reduction in the strength of units.”
The same month, the infamous Panchsheel Agreement was signed.
Today, things have changed; the old pacifist mindset has gone. India’s leadership has realized that the best way to bring peace is to be ready for any situation. A few examples will show the importance of preparedness as a deterrent to war.
In August 2016, Delhi decided to deploy the 4th regiment of BrahMos Missile in Arunachal Pradesh. The Cabinet Committee on Security approved the raising of a new regiment of an advanced version of the missile to be deployed in the north-eastern State at a cost of Rs. 4300 crore. The regiment is to be equipped with five autonomous missile launchers with command post and 100 BrahMos missiles. This does not amuse the Chinese who have taken note.
A month earlier, T-72 Russian-origin tanks were inducted in Eastern Ladakh facing China: “This adds a new dimension to any future war in the area that is marked by an average height of 14,000 feet, where oxygen is scarce,” says The Tribune. According to The Daily Excelsior published from Jammu, for the Indian Army “the move is part of the winter drill to validate the capability of the tanks at such heights and is not an inimical move against China.”
On November 8, for the first time, the Indian Air Force successfully carried out a test landing and take-off of C-17 Globemaster-III at Mechuka’s Advanced Landing Ground (ALG) in Arunachal Pradesh. Mechuka is strategically located just 29 km from the border.
After the upgradation of Mechuka's ALG, the giant Boeing C-17 could land. It should eventually ensure transport of men and material in the remote border village of West Siang district, which was invaded by the Chinese in 1962.
Arunachal will soon have seven ALGs in Walong, Mechuka , Vijaynagar, Tuting, Pasighat, Ziro and Aalo and later one in Tawang.
Other good news: India did not back down when confronted by the People’s Liberation Army (PLA) is Demchok village in South-East Ladakh. The national press reported that the Indo-Tibetan Border Police (ITBP) and the Indian Army were caught for three days in an eyeball to eyeball situation with PLA on the Line of Actual Control (LAC) in Demchok. In April, the residents of Demchok had appealed to the Deputy Commissioner in Leh for their resettlement elsewhere in the district because of continuous obstructions to any developmental work in the area by the Chinese troops.
This time India did not blink.
We could multiply the examples.
These are important messages for General Zhao to take back home: today’s India is not the same as in the 1950s.

Who has seen Zhang Dejiang?

Last week, it was the Minister of External Affairs, Sushma Swaraj’s ‘chance’ to make the headlines; the Everest could have change place (and it did, moving a few centimeters inside Tibet), nobody was bothered.
Of course, cricket is the national game and it has to prime over all other national and international issues. With the foreign minister linked with a latest cricketgate, other information had no chance to make it on the TV plateaus or on the first page of the ‘national’ press (these days, page 1 often becomes page 3 or 5, thanks to giant advertisements for e-commerce or attractive investments).
Imagine my surprise as a China watcher, when one morning earlier this week, I found in my mailbox, a communique of the Public Information Bureau (PIB) announcing that an all-powerful member of the Standing Committee Politburo of the Central Committee of the Communist Party of China had met Prime Minister Narendra Modi on the previous day.
Zhang Dejiang, Chairman of the National People’s Congress (NPC), China’s legislature, had called on Mr. Modi, said the PIB.
Zhang is not an ordinary Chinese, he is third most powerful person in the Middle Kingdom; he is one of the 7 ‘emperors’ ruling a country which everyone fears, (though few will say it openly).
This powerful personage was in Delhi (and later in Mumbai) and nobody seems to have known about it. Was Mr Zhang not as important as LaMoGate? Probably!
Now, remember when Middle Kingdom No 2, Premier Li Keqiang, came to Delhi in May 2013. The press went wild for several weeks before. It is true, some People’s Liberation Army’s jawans had come uninvited and were camping in the desolate Depsang Plains of Ladakh; this was really irritating. But Mr. Li’s visit was so important that the then Indian Foreign Minister ran to Beijing to beg the Premier to come to Delhi.
Then in 2014, ‘Emperor No 1’ came. When Xi Jinping landed at Ahmedabad in September, Prime Minister Narendra Modi was determined to give him and his beautiful wife Peng Liyuan, a genuine taste of ModiLand. The two leaders took a stroll down the picturesque Sabarmati riverfront and sat on a traditional Gujarati swing. This time again, the masala came from the remote Chumur area of South Ladakh where 1,500 PLA men crossed the ‘undefined’ LAC; they were ready to set up camp when India decided to send 2,000 Indian jawans to push them away. They eventually did. Media coverage lasted for weeks.
This time Communist Boss No 3 came and went and who noticed?
Hardly anybody!
On June 15, the Prime Minister's Office merely reported, via the PIB, that Mr Zhang called on him on that day; of course, the Prime Minister “warmly recalled his meeting with the NPC’s Chairman in Beijing on 15 May 2015”.
Zhang’s visit was just termed a ‘parliamentary exchange’, though Mr Modi acknowledged that this was ‘an important pillar of the bilateral relationship’. The Indian Prime Minister stressed the need to broaden the foundation of India-China relations by promoting exchanges between State-level legislatures as well. The fact remains that Zhang’s visit did not get the coverage it should have got in the Indian media.
Even the MEA was silent (though Syed Akbaruddin or his successor, Vikas Swarup are known to be amongst the quickest twitterers in India); this time, not a single tweet; blank. Where was the MEA? Fending for its minister? Not even.
As oftentimes, the PIB communique remained vague and dis not tell us what was really discussed. A new proposal for the LAC in Ladakh? An alternative to the stapled visas for Arunachalis or Kashmiris? The ‘peaceful’ spread of the PLA Navy on the oceans of the planet? The new route for the Kailash yatra, flagged off by the foreign minister herself? We will have to wait at least 50 years to read the declassified files.
Zhang Dejiang just endorsed the Prime Minister’s views that the 21st Century is the Asian Century and the future of the continent will depend on what India and China achieve individually and jointly.
Both leaders emphasized the importance of promoting investment, trade, tourism and people to people ties, and enhancing strategic communication and coordination, they even expressed their appreciation for the new interest in India’s and China’s ancient cultural and ‘spiritual’ ties, citing the joint Yoga Tai-Chi demonstration witnessed by Prime Minister Modi and Premier Li in Beijing.
Why waste such a high-level visit for such banalities?
I asked many journalist friends, but nobody knew anything about the visit.
But being persistent, I finally got to know what had happened while scanning the Chinese press. Mr Zhang’s visit lasted four days. It was a ‘friendly’ visit at the invitation of the Vice President and the Lok Sabha’s Speaker, Sumitra Mahajan. It was the first trip in India of a NPC’s Chairman in 14 years.
Xinhua reported (with nice photos) that Mr. Zhang met with Vice President Ansari the same day that he met the Prime Minister. They called for strengthening cooperation between legislative bodies of China and India.
During his meetings with Chairpersons of the Indian Houses, Mr Zhang said that he wanted to “upgrade the level and improve the quality of the current cooperation between the legislative bodies of the two countries.” He suggested that the two sides should carry out closer exchanges.
Mr Zhang also met President Pranab Mukherjee to whom he conveyed the cordial greeting of President Xi. He told the Indian President that “China and India have thousands of years of friendly exchanges and a history of mutual learning and benefiting from each other's culture” and pointed out that India and China are not only the two biggest developing countries, but also the two most dynamic market economies in the world. He added: “The two countries should join hands to realize goals for peaceful development, cooperative development and inclusive development, to benefit the 2.5 billion people of the two countries."
In other words, the usual stuff, but it is always good when it is reiterated at the highest level.
Pranab Mukherjee told him that India always lays great importance to developing good, friendly, neighborly relations with China.
Later, Mr Zhang went to Mumbai where he met the Governor and the Chief Minister.
Has not India missed a chance to convey that everything is not rosy in the bilateral relations, especially on the border issue?
Why was the MEA nowhere to be seen? Even the South Block twitters had fallen silent? Why did India loose such an opportunity to convey to this powerful Chinese politician, its position on several vexed issues? Why was the Indian public not informed?
As for the media, could it not have dropped the cricket scams for a day and covered the visit, asking the right questions?
The media need not worry, there will be more cricket scams to cover in the future.
