A Change of Policy?

China Tibet Information Center reported a small fall in Dechen (Yunnan province)

For the first time, I noticed a separate section for Tibetan-Inhabited Areas in the China Tibet Information Center's website. 
A positive change of policy? 
Is it a step forward to accept the Dalai Lama's contention that all these areas are 'Tibetan'? 
As reported in my previous postings, Premier Wen Jiabao and Chairman Jia Qinglin also mentioned in their speeches the "Tibetan ethnic areas in Sichuan, Yunnan, Gansu and Qinghai provinces".
