The Chinese site explains: "The first unit of Palshol Laohuzui Hydroelectric Power Station is expected to generate power by the end of this year. As one of the key projects in the 'Eleventh Five-Year Plan' period, the construction of Palshol Laohuzui Hydroelectric Power Station will be completed by April 30, 2011."
It is high time that the Government of India signs with the People's Republic of China a treaty on Tibet's water similar to the Indus Waters Treaty signed with Pakistan in 1960.

This photo shows the construction site of the Laohuzui Hydropower Station in Nyingchi Prefecture, southeastern Tibet. The hydropower station is located on a tributary of the Niyang River. As one of Tibet's priority projects during the 11th-Five Year Plan period, the station was started construction in October 2007 at a cost of 1.28 billion yuan RMB, and is expected to generate power at the end of 2010.
