Land Border Legislation


This meeting between Zhang Qingli, Padma Choling and General Pei Huailiang, a member of the Standing Committee of the National People's Congress and a former principal of National Defense University is important not for the grandiloquent figures given by Zhang Qingli, the Party boss in Tibet, but by the discussion on the Indo-Chinese border. 
Zhang stated that: "Land border legislation has a bearing on state sovereignty and territorial integrity, on the core interests of the country and long-term interests of the nation."
It is not clear to me what exactly is 'land border legislation', though Zhang Qingli pointed to the important strategic location of Tibet "in the southwest frontiers of China, with a long borderline"; he affirmed "it is our consensus to well defend, well construct and well guard the border area of China."
But more interesting is the photo behind the two leaders.
It shows the Great Bend of the Brahmaputra (Yarlung Tsangpo), north of the McMahon Line where the Chinese are planing to built a mega dam.

Land border legislation has perhaps to do with the fact that the Brahmaputra/Yarlung Tsangpo is a transnational river.
The Central legislation on the subject is not clear, as Beijing has so far refused to sign any treaty/agreement with its neighbours.

In the afternoon of August 3rd, Zhang Qingli, secretary of Tibet's CPC Committee,and Padma Choling, chairman of the Tibet Autonomous Region meet in Lhasa the investigation and research group of land border legislation with Foreign Affairs Commission of NPC led by general Pei Huailiang, member of NPC Standing Committee, member of NPC Foreign Affairs Commission, former principal of National Defense University. On behalf of Tibet's CPC Committee and Tibet Government, Zhang Qingli extends warm welcome to the investigation and research group of land border legislation with Foreign Affairs Commission of NPC led by general Pei Huailiang and expresses heartfelt gratitude to Foreign Affairs Commission of NPC for giving concern and support, guidance and help to the foreign affairs of the People's Congress of Tibet for a long time.
Zhang Qingli briefly introduces the economic and social development of Tibet, and points out that Tibet has all along been an inseparable part of China, a green ecological shelter and a safety barrier in southwest part of China since ancient times. Under the leadership of the Chinese Communist Party, Tibet lifted itself from barbarity, darkness and cruelty of old Tibet's politics-religion combined feudal serf system, millions of serfs and slaves were liberated and became the masters of the land. Tremendous changes have taken place in all fields of Tibet. Only a few decades surpasses the millennia!
It is the Chinese Communist Party that leads the people of all nationalties to boost the economic prosperity and social progress in Tibet, to write numerous heroic and glorious chapters that are full of stirring events, to erect lots of everlasting monuments on the snow-capped plateau. The remarkable progress of Tibet can be illustrated by four sets of figures:the life expectancy of Tibetan people increased from 35.5 years to 67 years; GDP per capita reached 17,000 yuan, 34 times more than that in 1959; the rate of illiteracy among young and adult Tibetans droped from 95% before liberation to 1.2% now; the population of Tibet was almost at a standstill for some two hundred years, only slightly rising by 58,000 people, but in 60 years after Tibet was peacefully liberated, the population grew from one million to well over 2.3 million, of which the population of Tibetans increased by 1.16 million.
Thanks to the Chinese Communist Party, socialist country, people of all nationalies, Tibet now is blessed with economic development, social progress, cultural prosperity, ethnic solidarity, stable situation and people living in peace and contentment. Recently, Tibetan people warmly celebrated the 60th anniversay of peaceful liberation of Tibet. Vice President Xi Jinping led the central government delegation to attend the celebration, visit the cardres and the masses of all nationalities in Tibet, and bring in President Hu Jintao's best regards to Tibetan people, which gave a powerful impetus to the great-leap- forward development and long-term stability of Tibet.
Zhang Qingli points out that the people representative conference system is the fundamental political system in modern China. Tibet's CPC Committee has all along attached great importance to the work of the People’s Congress, strengthened and perfected the leadership over the People's Congress in Tibet, and actively supported it to carry out its functions of legislation and supervision. Land border legislation has a bearing on state sovereignty and territorial integrity, on the core interests of the country and long-term interests of the nation. Tibet is located in the southwest frontiers of China, with a long borderline, therefore, it is our consensus to well defend, well construct and well guard the border area of China. This investigation and research of land border legislation will play an important role to build up a good environment that is beneficial to the scientific development, the great-leap-forward development, long-term peace and stability of Tibet.
Pei Huailiang expresses appreciation to Tibet government for placing high stress and support on their work, and offers his warmest congratulations on the success of the grand celebration of the 60th anniversay of peaceful liberation of Tibet. He says it is glad and exciting to witness a vigorous development in all fields of Tibet, a positive mental outlook of the cadres and the masses in Tibet. He firmly believes that under the leadership of the Chinese Communist Party, and with the selfless support and help of all the Chinese people, Tibet government and the Party committees at all levels are bound to lead people of all nationalities to build a better future for Tibet.
