Can the CCP Lead From the Unreal To the Real?

According to China Tibet Online, during his visit to Lhasa, Politburo's Standing Committee member Yu Zhengsheng said that Tibet's 60 years of development has proved that the new socialist Tibet and Tibetan's prosperous life would have been impossible without the Communist Party of China.
He was addressing three 'senior' Tibetan leaders, Jampa Phuntsok, Pakpalha Geleg Namgyal and Raidi.
He met them together as he probably did not want them to follow him everywhere.
After Yu had praised the role of the Party for the past 60 years, the trio replied that "Tibet has achieved a millennium development and turned from dark to light, from autocratic to democratic, from poor to rich, from closed to open after the 60 years since peaceful liberation in Tibet."
They then recited Xi Jinping's words: "Tibet will stick to the development mode with Chinese characteristics and Tibet's regional features, and maintain a leap forward development and lasting stability."

The first part sounds to me  upanishadic:
oṁ asato mā sad gamaya
tamaso mā jyotir gamaya
mṛtyor mā amṛtaṁ gamaya
oṁ śānti śānti śāntiḥ

Lead Us From the Unreal To the Real,
Lead Us From Darkness To Light,
Lead Us From Death To Immortality,
Let There Be Peace Peace Peace.
bṛhadāraṇyaka upaniṣad 1.3.28
But the Party has not brought Peace to Tibet so far.
